The Berlin correspondent of the Times says: “With the new German Government scarcely in the saddle, speculation is already rife regarding its prospects, which are not regarded optimistically in any quarter. The Nationalists consider it merely a veiled form of coalition, which they throughout/ have uncompromisingly opposed. The press of all parties points out that the Government has not a solid basis. The tendency, however, is to await events before anticipating the death of the Parliamentary system, of which the recent struggles are declared to be symptoms. ’ ’ —Times.
