President Hindenburg, with a view to helping Dr Luther’s Cabinet-mak-ing, received the leaders of the* various parties and told them a. Government must be formed, and the situation would be most serious if Dr Luther failed. Subsequently all the parties conferred with Dr Luther. All agreed to his proposed Cabinet, which includes TV Tsuelz as Minister of the Interior.
