Painleve, as Minister for War, providing for the organisation of the nation for war. It is pointed out that although during the Great War all the resources of the belligerents, both men and materials, were eventually mobilised, it took time, and organisation had to be improvised. The French Government now intends, to make it possible, in the case of war, to harness the whole nation immediately for the purposes) of national defence by issuing the necessary orders.
