English Borough Elections
VICTORIES OF MOLERATES. Received November 1, 1.52 p.m London, November 3 At the municipal elections at Camberwell.Hampstead, Bhoreditch, Deptford, Kensington and Westminster the Moderates won heavily. I-abour lost 13 seats at Woolwich. Conservatives and Unionists won many seats in provincial boroughs. London County Council 3 per cent. Water Board shares rose considerably. The results of the London elections give 971 Moderates, 257 Progressives, 97 Independent, 32 Labourites and 2 Socialists elected. The Moderates hold a majority in 23 councils, and the Progressives in 3. The Daily Chronicle says the result is due to fear of Socialism, secondly to the increase in rates and then to the Poplar Borough Council's extravagance. Mr Balfour, speaking at the 1900 Club dinner, said the results of the municipal elections had surprised both parties. They indicated that the country w»3 realising the pretences whereby the Government had climbed tc office. He ridiculed Sir Henry Campbell-Bannerman's weak leadership, and declared that he (Sir Henry) was always willing to purchase votes by surrendering the leadership temporarily to the Irish, Welsh or Labour sections. That was a real public danger. Mr Keir Hardie, ir a speech at Glasgow, declared that the Labour Party most usa Socialism as a means of inflaming the commonalty into discontent with their lot.
