Mr William Jennings Bryan, addressing American Society from the Hotel Cecil, delivered an elo'jui nt speech. lie said it was the duty of Christian nations-, towards! the races of Orient especially, to give an education knowledge of science and Government arbitration, as a substitute for war, and develop the appreciation of dignity, labour and higher conceptions of life. Mr Uryan urged that the leading nations should agree that there should bo no declaration of war until the question in dispute has been submitted to an Imperial Court for investigation, each nation reserving the right to accept or reject the decision.
