Britain, America, and Germany decline further negotiations in tha Shanghai-Taotai matter, relative to the extension of the foreign settlement, and request the Viceroy to appoint a deputy to arrange the dispute. The. Times urges that the difficulty with Russia concerning the Nuichang railway loan should be settled diplomatically. A Reuter message says that the Italian Ministers considered the Tsung Li Yamen discourteous, and decline further direct communication with its members at St. Petersburg. It says that the Russian attitude in St. Petersburg and London does not indicate the Russian policy in the far East. The loan was effected openly in accordance with the British treaty rights.
Pekin, March 7.
The Tsung Li Yamen's reply to Italy is contemptuous and mandatory. France has been advised of the rejection of the claim.
