THE MUSCAT INCIDENT.

In the Chamber of Deputies M. Delcasse stated that Britain had agreed that France was entitled to a coaling depot at Muscat, and added that Lord Salisbury had expressed profound regret at the incorrect and spontaneous action of Major Fagan, the British resident at Muscat, in peremptorily demanding that the Sultan of Oman should revoke the agreement with France. M. De'cisse's statement in reference to the Muscat incident has caused profound surprise and much comment in Bnglaiid. The French newspapers are jubilant over the affair.
