VYSHINSKY SAYS WESTERN POWERS RELY ON ATOMIC BOMB

Soviet Able to Stockpile as Well (Rec 8.50) NEW YORK, Nov 10. M. Vyshinsky, Soviet Foreign Minister, addressed the National Council of American-Soviet Friendship in New York, tonight. He said: — The Western Powers were trying to freeze atom bomb stock-piling so as to preserve America’s lead over the Soviet. He described the Western diplomats as “gentlemen illusionists.” He said: “They must be in a bad way when they descend to such trickery.” M. Vyshinsky added that the United States was. not willing to make, and fearful of arriving at an international agreement which would ban atomic weapons. M. Vysh'nsky added.- —“There is no end to mad plans for world domination. These plans are feing hatched by reactionary circles of the United States who rely on their military power and the almightiness of the dollar. But the Soviet Union cannot be swerved from its path of peace and security for all peoples, by blocks and threats ” M. Vyshinsky, Soviet F’oreign Minister, told the United Nations Russia was “utilising atomic energy—but not to stock-pile atomic bombs.” Red-faced and gesturing constantly in the Special Political Committee, he said: “If we wanted to, we could stock-pile as many bombs as w? would need. We in the Soviet Union are utilising atomic energy for our own economic needs. We are razing mountains, irrigating deserts, and cutting through jungles.” M. Vyshinsky quoted Mr Truman as having said the United States “would not hesitate to use the atom bomb.” This explained why there had been no progress on atomic control, he said. M. Vyshinsky said it was inexcusable that the most important person in the United States did not think in terms of control. The Western plan was doomed to failure. It was merely a move in a special chess game. The plan was designed to bo rejected and when it failed, Russia would be blamed. Mr Truman made the statement quoted by M. Vyshinsky last April.
