FEDERATION PLAN FOR RHODESIA AND NYASALAND
SALISBURY, Feb. 16.
A plan for the federation of Southern and Northern Rhodesia and Nyasaland under one constitution was unanimously agreed to by delegates of all three territories at the opening of an unofficial conference at Victoria Falls. The proopsed constitution would create a federal Parliament having such powers as were surrendered to it without affecting the powers of th .ember States.
'me Federal Parliament would include in its likely functions: (1) Defence; (2) transportation; (3) customs; (4) immigration; (5) communications. A second conference will be called later to work out details before submitting the plan to the British Government for its aproval.
