(Rec. 8.30) LONDON, Oct. 29 The Times Berlin correspondent states that the Russian-controlled press announces that a "biacK list” ox “war-mongers” has been started and that the ilrst twelve names already appeal - on it including Herr Jakoo Kaiser, leader of the Christian Democrats, Dr Friedensburg, the Acting Lord Mayor of Berlin, and several newspaper editors. "Tagliche Rundschau,” the Russian military administration's organ says: “For the first time in Germany’s history, the inciters to a new war have been individually named, and personally arranged.
