RUSSIANS WANT PAR EXCHANGE RATE
(Received September 3, at 11.50 p.m.) / LONDON, September'3. The four Military Governors in Berlin will meet again to-day (Friday) says'.the correspondent of the Associated Press in Berlin. It is understood that one of the difficulties which the Western Commanders have encountered has been a Russian demand for a favourable rate of exchange for their Eastern Germany mark in tradd between East and West Germany. The Russians are reported to havci insisted upon a dne-for-one rate of exchange, whereas German financial circles in the Western Zones thought that the Western mark , should be worth at least four of the Eastern marks.
