> NEW YORK, May 18. There was p. sharn exchange between M. Gromyko (Russia) and Mr Herschel Johnson (United States* during a debate on the Balkans situation, at a meeting of the Security Council to-day. M. Sava Kosanoyic (Yugoslavia), who attended by invitation. was making a long speech attacking the Greek Government when Mr Johnson interrupted: “Do we have to put up with this tirade"’’ M. Gromyko said: “I ask the United States delegate not to interrupt, and to let Yugoslavia speak”. Mr Johnson: “I don’t recognise the right of the Soviet delegate to tell mo when and how to speak”. M. Gromyko: "I suggest you are not the arbiter”. The president, Senor Alfonso Lopez (Colombia) ruled that M. Kosanovic
should be allowed to complete his statement, although some of it might not be relevant.
After more interjections by other delegates, M. Kosanovic finished his speech with a charge that the U.N.O. Balkans Commission, in sending a subcommittee back to the Balkans, “flagrantly violated the United Nations Charter”. He added that Yugoslavia would not be able to co-operate with the sub-committee, or to grant it entry to Yugoslavia, or to assign anv liaison officers tn it, "until this misrepresentation of the Charter is cleared up”. The meeting adjourned till Tuesday.
