U.S. REFUTES SOVIET ON ATOMIC ISSUE AND CARRIES U.N.O.
(Rec. 9.50) NEW YORK, March .10. The United States delegate, Mr Austin, told the U.N.O. Security Council that Russia’s plan for the control of atomic energy would provoke an atomic arms race, and would perhaps encourage war. The United States must reject a system which., at best, would give no security, and. at worst, would be a constant incentive to distrust and to war. Mr Austin denounced “the defamation and innuendo” in which .M. Gromyko (Soviet delegate) had indulged. He recalled that the United States took the lead in proposing the control of atomic energy. He hotly denied the Russian charge that the United States Jias sought an atomic monopoly. Mr Austin again urged the Security Council to refer the whole problem back to the Atomic Energy Commission, instructing it to report to tho U.N.O. General Assembly in September.
The Belgian and Colombian delegates, two new members on tho Security Council, supported th= American proposals. The third new member, Syria, has already made a similar declaration in support of the American proposals.
Every member of the Security Council ,except Russia and Poland now favours the American plan. M. Parodi (France) and Quo Tai Chi (China) pointed out to-day that the Russian criticisms were, in effect aimed not only at the United States, but at all of the other members of the Security Council and at the Atomic Energy Commission. The ’ Security Council', by unanimous vote, referred the whole complicated control question back to the United Nations’ Atomic Energy Commission, and called for a report before the next meeting of the General Assembly in September.
