Mr Herbert Hoover, in his report on Austria, made the . charge that Russia, by keeping big occupying forces in Austria and requisitioning large amounts of property, had hindered Austria’s economic recovery, thus increasing • the burden on the taxpayers of other countries which were endeavouring to keep Austria from starvation.
