NEW YORK, Feb. 19,

Faris El Khoury, Syrian delegate to the Security Council and the Arab League’s principal spokesman in the United Nations, in an interview, said Britain should declare Palestine an independent nation. If such a course were long delayed, the Arabs would take such steps as would make their presence felt, These steps would be discussed at an Arab League meeting in Cairo on March 1. He added that once Palestine were declared to be independent, a government including both Jews and Arabs should be established. The Arabs would be able to keep the peace. The Jews w'ould make no trouble under such conditions.

FEELING AGAINST BULGARIA

"The Times” Jerusalem correspondent says: The Jewish press takes two main lines in a commentary on Mr Bevin’s House of Commons speech. It asks why, if Britain has no right to introduce a fundamental change in the mandate, or to partition the country, he did not say so sooner. It also asserts that the only reasons for the mandate being unworkable were vacillataions and imperialistic tendencies in British policy. No commentator, Jew or Arab, the correspondent says, admits publicly that there is an irreconcilable conflict between the minimum demands of the two communities, and after a short interval in which the problem was seen on a broader plane, the vocal part of the population returned to its* old pursuit of belabouring Britain and her representatives, in this case, Mr Bevin. This is, of course, largely an expression of the pique and dismay that people feel that when they contemplate the passing of another year without a settlement being reached, and despondency on this score is general.
