A fortnight ago, the Russians accused him of committing “hooligan” acts towards a Russian actress last February, but a charge against him was not filed until April. The United States' Embassy has claimed diplomatic immunity. Russia has rejected this claim. The Soviet has declined to issue Ruess with a visa for his departure.
