SCOTTISH BY-ELECTION. LONDON, February 13. The Cathcary by-election resulted: John Henderson (Conservative) 13,696; A. B. Mackay (Labour) 9689; Dr. W. A. Taylor (Scottish Nationalist) 2700. FRENCH PUBLICITY (Rec. 9.5) . LONDON, Feb. 14 The now French constitution will not specifically guarantee freedom of the press if it is passed in the form proposed at to-day’s meeting of the Assembly Constitutional Commission, says Reuter’s Paris correspondent. The commission rejected the addition of a phrase, “'freedom of the press guaranteed,” to a clause dealing with freedom of speech and opinion. The Catholic Left members and the Radicals voted for the inclusion of the clause. Socialists and Communists voted against it. The voting was 20 to 16. It was the same against an amendment abolishing the present system, whereby newspapers and periodicals must receive the Government’s permission to publish. FASTER PLANES (Rec. 6.30) LONDON, Feb. 14 The Air Ministry states jet-pro-pelled Gloster Meteor planes in service in the R.A.F. as standard fighters have a top speed of 585 miles an hour, and are capable of flying 560 miles an hour at a height of six miles. U.S. PRESSMEN ARRESTED (Rec. 10.30) LONDON, Feb. 14 British security police arrested and handed over to the Americans, a former American United Press correspondent, Robert H. Best, who is being indicted on charges of broadcasting Nazi propaganda, says an Associated Press Vienna correspondent. Best eluded American agents lor months. He was interned when America entered the war. He remained in Germany when the United States diplomats and correspondents were repatriated.
