PLANNING OVERSEAS TO REPLACE FRANCO’S GOVERNMENT (Rec. 11.5) NEW YORK, Jan. 3 Senor Jose Giral, who is Premier’ of the exiled Spanish Republican Government, at a press conference here made a statement that the outcome of the ' forthcoming British-Affierican-French conference at Pans to consider the Spanish situation might determine whether another civl war would break out in SpainIf other powers did not support the return of this legally constituted Goveenment, it might be necessary to have recourse to revolutionary measures. He said: “We do not desire civl war, but will go to this extreme if necessary, to overthrow General Franco. The exiled Government is in close, daily contact with a Spanish undergroend movement, and is prepared to give a signal for an uprising at any moment.” Senor Giral advocated diplomatic pressure against General Franco’s Government also an economic embargo. on Spain’s supply of petroleum, cotton, rubber, and possibly wheat, which,” he said, “would cause Spain’s entire economic structure to collapse and would result in General Franco’s immediate downfall.” He confirmed' reports that his Spanish Government was moving from Mexico City to Paris as soon as French permission was granted.
