NEW YORK, May 19Mr. Sumner Welles, in a speech voiced sharp criticism of what he termed “the imperialists’ demands that the United States should take permanent possession of Allied bases.” He asked: “Are not members of the British Commonwealth logically justified in demanding for the very same reasons the very same bases ? Is there any valid reason why the Soviet Union should not demand, on the ground that they are needed for her security, many of the same Pacific bases which some insist Should be retained for the exclusive use of the United States ?” Mr. Welles pointed out that there was no necessity for an imperialist c policy regarding bases if an international organisation were established capable of ensuring the security of all nations.
