WORLD-WIDE SOCIALISED MEDICINE. AND COLLECTIVE BARGAINING. [Aus. & N.Z. Press Assn.l (Received May 13, at 12.20 a.nu PHILADELPHIA, May 11. The full conference of the 1.L.0., by 55 votes to 5 votes, adopted the “cradle to the prave” plan, which proposes the establishment of a system of socialised medicine in all countries. Persons would contribute to a general fund if they were able to pay, but all, regardless of whether they paid or not, would be eligible for complete medical and dental care,’ including medication .and hospitalisation. This plan would be administered either directly by the Government, or bv private agencies under Government control. The conference also adopted a recommendation as follows: (1) for the guaranteeing of minimum standards of living for dependent territories; (2) the establishment of an elaborate system of control over slavery, child labour and ’race discrimination; (3) the guaranteeing of the rights of employees and employers alike in all countries to associate for lawful purposes; and (4) providing for the world-wide right of collective bargaining.
