POLITICAL CONFUSION LONDON, Jan. /. The telegraph and telephone communications between Turkey and Bulgaria, which were interrupted (his week have been resumed. The Istanbul correspondent of “The Times” says that the interruption was believe! to be the result of the Germans taking over the control of key services in Bulgaria because of the state of panic and unrest which has reigned since the R'ussian advance towards Roumania began and the last ail* attack on Sofia.
