COLUMBIA AT WAR
WITH GERMANY. BOGOLA, Nov. 27. Following on the torpedoing of a Columbian schooner, the Ruoy, in the Caribbean Sea, on Novembeh? 17. the Foreign Minister of Columbia, Senor Lozano, announced that a state of belligerency exists between Columbia and Germany. The Ruby wa's the second Columbian U-boat victim. Senor Lozano said that Columbia had no intention of taking military; or naval action, but-she desired closer cooperation with the United Nations.
