, WHICH GOVERNOR ? (Rec. 11.20.) NEW YORK, March 24. An earlv clarification of French Guiana’s status is expected to follow the arrival at Cayenne of Colonel Albert Level, who is General Giraud’s representative. There has been a declaration by Colonel Vaine£ue, the Commander of the French Forces in French Guiana for ( General Giraud. Colonel Level has carried from Wethington assurances of food shipments, and others of assistance; He dans to serve until the early arrival of M.
