FOR JAMAICA
PROPOSED CONSTITUTION (Rec. 11.501 RUGBY. Feb. 24. Details of the proposed new Jamaican constitution are given in a White Paper, which says it is designed to meet the wishes of the population and to bring their controversy to an end. There are six proposals, as follows: A House of Assembly, of not less than 24 members, elected by universal adult suffrage. A Legislative Council of 15, to be nominated, from officials and nonofficials. An executive committee of 10, presided .over by the Govorner, who shall have the casting vote. A committee system to be tried for running administrative departments. Powers of certification should be exercised by the Governor, who retains the right, to vote. The constitution will be tried out for five years.
