MR BARNARD REPLIES TO MR. BARCLAY. NAPIER, Feb. 19. In connection with the statement bv Mr. Barclay (Minister for Agriculture) at Hikurangi, in which he is reported as having said “1 have no time for the ‘rats’ who went outside the Party.
