Americans Plan (Rec. 11.0.) WASHINGTON, Jan. 21. Details of an American “Beveridge” plan, at which President Roosevelt hinted in his recent address to Congress, has been revealed bv the Secretary for Labour, Miss Perkins. The plan includes an extension of and an increase in the old age and unemployment benefits; the provision of hosoital facilities: funeral, maternity and other oayments In the initial stages, the scheme will be financed by a ten per cent, payroll tax. This is to be shared esually bv employers and employees. Subsequently, Government contributions will become necessary.
