AND “FROZEN” ROUMANIAN FUNDS. (Rec. 5.5.) WASHINGTON .Nov. 24. A message from Detroit states; Federal Judge Picard has petitioned the State Department for permission for the former King Carol of Roi>mania, to-, enter the United States, from Mexico to 1 enable King Carol tn testify at the trial of the three Roumanians (two of them priests), who have been charged with aiding in a movement to bring King Carol to the United States, where there are eightv million dollars worth of Roumanian funds frozen, as cabled on November 17.
