GERMAN PEACE OFFER
SOVIET APPROACHED ? (Rec., 7.45.) NEW YORK, Nov 21. “Pertinax.” writing for the North American Newspaper Alliance, said that he had learned from a trustworthy diplomatic source that Herr Hitler tried last month, with M. Laval’s assistance, to open peace negotiations with M. Stalin. He ordered M. Laval to anpoint the formel French Charge d’Affaires to Moscow, M. Jean Payart, French Minister to Sofia, in order to discuss there, with the Soviet Minister, German peace proposals. Shortly afterwards, however, Hitler informed M. Laval that the appointment was no longer necessary, and explained that the Soviet had been approached, but had closed the doors against anv peace parleying. .
