At a sitting of the Medical Board on Tuesday evening 19 men were examined and graded as follows.— 12 graded, 3 grade 2, 3 grade 3; one temporarily unfit. ... ~ o Word has been receivel by Mrs b. Benny (nee Martin), Denniston, that her husband, Pte. A. H. Benney has been killed in action. Heartfelt sympathy is extended to the sorrowing relatives. Well-earned tributes were paid to Rear-Admiral Sydenham by the Central Executive of the E.P.S. at last meeting, when he relinquished his office as secretary to that body. The Mayor and all other members expressed their regret that Admiral Sydenham’s health was such that it made his resignation unavoidable. Admiral Sydenham has been both secretary and organiser since the inception of the Emergency Precautions Services and Westport owes a considerable debt for his excellent and voluntary services. Mr S. A. Wealleans, present assistant secretary, was elected to fill the vacancy. The death of a highly esteemed resident, Mr Philip Lambert Payne, occurred at his residence, Russell Street, following a lengthy illness. Deceased, a native of Sussex, England, was 85 years of age. He came to New Zealand 65 years ago and entered the railway service, being stationed at many posts in New Zealand prior to becoming traffic managed at Westport. After his retirement Mr Payne served for a time on the Borough Council. His wife predeceased him by some years. He is survived by three daughters, Mrs J. J. Moloney and Misses A. and GPayne, all residents of Westport, and two sons, Messrs Philip and Lambert Payne, both of the North Island. Sympathy is extended to the bereaved ones. At the monthly meeting of the Ratepayers’ Association, Mr T. Mathewson presiding, a letter was received from the Town Clerk, re footpaths in Rintoul Street, advising that the matter had been referred to the works committee. The pedestrian crossings would be attended to as soon as possible. The question of the rising rates was discussed and strong dissatisfaction was expressed with the action of the present council in the matter. It was pointed out that an engineer was promised and if one had been appointed savings could have been made in many directions. ’The question arises, as to whether it is a wise policy to make extensions of electric reticulation cutside the borough in view of the high replacement cost of the material used. The question of stray dogs was brought up. Speakers were of the opinion that the stray dogs are a nuisance to humanity and that the Health Officer should see that the laws regarding the display of foodstuffs and allowing dogs to enter food shoos should be enforced. It was resolved that the by-law regarding stray dogs entering food shops be referred to the Health Inspector through the Borough Council. The question of stray cattle in the streets of the town was discussed and it was decided to draw tne Borough Council’s attention to the matter. Messrs Mathewson and Sutherland were appointed as the associations representatives at the next Borough Council meeting. At a sitting of the No. 2 Armed Forces Appeal Board on Tuesday, Mr W. Meldrum presided with Messrs A. Panther' and P. J. McLean, with Mr C. F. Shapcott as secretary. The Westport-Stockton Coal Co. appealed for exemption from service for: R. Martin, shift engineer; A. in each case. Westport Watersider Workers’ Union appealed for W. J. Vaile, J. Caldwell, W. J. Hanna, A. W. Archibald, T. I. Smith and C. J. Walsh. —Adjournments were granted for three months for review'. The following fire brigadesmen were appealed for. D. G. Knight, V. P. Morel, J. E. Andrews, G. L. Lee, J. Taylor. —All the appeals were adjourned sine die. Mr T. N. Mouat, sawmiller, appealed for E. Mathewson, yardman; R. Griffen, bush fiddler; D. Hardie, tractor driver; John McGrath, labourer. Hardie had left the mill and consequently the appeal was withdrawn. Griffen wrote to the board asking for the dismissal of the appeal in his case, which was agreed tc; and sine die adjournments were granted in the cases of Mathewson and McGrath. Norris Bros, appealed for L. |B. Mitchell, sawmill hand; Granite Creek Sawmilling Coy. for C. H. G. Lineham; W. J. Mumm for R. King; Harris and Duncan Ltd. for J. Grant.—Sine die adjournments were granted in each case. H. Baigent and Sons, appealed for C. C. Kerr, head bushman; J. M. R Nixon, sawmiller, appealed on his own behalf, and a sine die was granted. Mrs Turner appealed for exemption on behalf of her husband, David Turner, on the grounds of undue hardship, and in evidence stated that she had seven young children and considered that it would be a great hardship to bring them up without the father’s assistance. Ihe appeal was allowed. Messrs Taylor, Enright, Ltd., appealed for W. E. Phipps. Mr W. Tregurtha, manager appeared and asked fo.r time to enable a re-arrangement of the start to be made. The apepal was dismissed, reservist not to be called earlier than August 31. D. H. Menzies appealed on his own behal.t on the grounds of undue hardship. Mr Maitland for the appellant, who stated he was a volunteer at the outbreak of war, but had not been called up. Since that date he had taken over a farm which he worked on a share basis. He milked 20 cows Mst season and expected to milk 28 this season. He worked at prop-cutting part time during the winter. The appeal was adjourned sine die. Neighbours and Sons Ltd., appealed for D S. Neighbours, an employee of the brick and pipe works at Waimangaroa.—Adjourned sine die. Ihe Westport Borough Council appealed for J'. F. Rayner, assistant Town Clerk. The Mayor said Rayner had been employed for 14 years and was recently appointed to his present' position on the retirement of the Town Clerk. By a re-arrangement of staff and meter reading bi-month-ly the office staff was reduced bv one and no further reduction could be made. An adjournment for three months was granted with a view to making some re-arrangement. The Borough Council appealed, for A. Patterson, electric service man, the Mayor stating there were only four men on the electrical staff, two being qualified men. The electrical engineer had been accepted for service in the Navy and would be leaving shortly, and Patterson could not be spared.—Adjourned sine die. R. H. Mitchell, dairy farmer, appealed for by F. T. Mitchell.—Adjourned sine die. George Mulholland, appealed for I. McN. Mulholland, a farm hand. Mr Shaocott said Mulholland was called in the tenth ballot and appealed and his case was adjourned on several occasions on the plea that his services were required on the farm, which he recently left and went into the mining industry, a week ago. The Charming Creek Coal Coy. made application to adopt the appeal. The appeal was dismissed. Craddock’s Transport Ltd. appealed for J. Cummings, truck driyer.—Adjourned sine die. J. A. Corrie appealed for M. A. Corrie on the grounds of undue hardship. Mr Corrie said that he expected to milk 25 cows next season and was unable to do all the farm work owing to physical disability. His son is now working for the Cascade Coal Coy. and assists in his spare time. The appeal was adjourned for three months. C. R. Willcocks, signalman,- Westport Harbour, appeared to make application for permission to join the Navy. He stated that he was a fully qualified master mariner. He recently offered his services to the Navy, and was advised that nothing could be done until he was released from his present position. Mr A. C. Bascand, engineer-manager, Westport Harbour, opposed the application and stated that the staff position was difficult and likely to be more.so and he was not aware of any man available for the position. The application was adjourned for one month, so that the Merchant Service Guild may be communicated with to find a substitute., The Marine Department appealed for the release of H. G. Stephen, dredge greaser, from military duty. The engineermanager stated that he wished to be In a position to have Stephen z released if at any time he was unable to fully staff the dredge. The committee '■ agreed that application could be made' at any time the necessity arose..
