Facing Americans NEW YORK MAYOR’S FORECAST (Rec. 4.30.) NEW YORK, Feb. 16. The Mayor of New York, Mr La Guardia, addressed 350 engineers and architects representing cities throughout the United States. He said: “The construction of air-raid shelters in our cities is not practicable. You cannot put ceilings over t’nese cities to protect them, although cit'es at the foot of a mounain might be able to dig shelters without too great an expense.” Mr La Guardia emohasised that the years 1942 and 1943 were going to be hard years. He said: “We are not accustomed to disaster or to hardship. Not until 1944 shall we begin to see the beginning of a victorious end. We are going into a new world—a world of technicians. Let us have actions, not words. Technicians must replace committees of estimable persons.”
