The Simla correspondent of “The Times” says: A decision to give to unofficial Indian members a maority in the Viceroy’s Executive Council and the National Defence Council is a striking departure from tradition. It creates reforms under the existing constitution bv altering the bureaucratic character of the Viceroy and Defence Councils. These should tend to liberalise their policies. The men who are being selected make an imposing team of Indian talent. The addition to the two Councils are regarded, howveer. as a war measure. They do not attempt to satisfy the political demands. The changes do not prejudice anv constitutional demand which may be designed to strengthen the War Government within the framework of the Constitution.
