Declaring that lease and lend equipment seemed to be reaching Britain satisfactorily, Senator Barkley added it was unlikely that th.. Government would take new affirmative steps to see that the goods were delivered, but, of course the situation could change completely in a matter of days. The indications no a were that the goods were gettin o across, and that the conditions were Mr. Roosevelt is expected to make a special announcement to Congress th The United States Secretary of Agriculture (Mr. Claude Wickard) said that recent events had confirmed his opinion that the Nazis were planning a combination of other nations to make an attack on tn United States. “In any such move I know what Americans answer would be to this combination,” he added. “It would be something the Nazis understand—armed might.” Mr Roosevelt has established the office of Civilian Defence Agency, of which there are two divisions. The first is the Board of Civilian Protection, comprising representatives of the War, Navy and Justice Departments, and other bodies, with Mr. La Guardia as chairman. It will advise and assist in formulating civilian defence measures, in an attempt to provide adequate protection of life and property in the event of an emergency. The second division will be the volunteer Participation Committee, comprising about 20 representatives from various regions of. the nation’s interests.
