Italy and Roumania CONCLUDE TRADE TREAI'Y. ROME, December 4. The Italo-Roumanian trade pact was signed, on the basis of the barter of Italian machinery and ships, for Roumanian oil. ENGLISH MARKETS STAGNANT. LONDON, December 3. Italian bellicosity against France overshadowed the close of the week’s stock markets, counterbalancing the disposition to seek further profit from M. Daladier’s victory against Labour. Meanwhile, the situation throughout the week has stagnated most commodity markets. Prices are not expected to rise before Christmas.
