YOUNG CIVIL SERVANT Tipsy in a Car [Per Press Association]. INVERCARGILL, August 16. “People should not be penalised twice for the same offence,” said the Magistrate, Mr W. H. Freeman, S.M., in prohibiting the publication of the name of a defendant, aged 19 years, a ■.•ivil servant, who pleaded guilty in the- Magistrate’s Court to-day to a charge of being intoxicated while in charge of a motor car. Mr Freeman’s remark followed a statement by counsel for the defendant, Mr B. W. Hewat, that his client would lose his position if his name were published. “This is a matter that should be looked into as far as the Civil Service is concerned,” added the Magistrate, who asked counsel if he did not think, it likely that the defendant’s escapade would, in any event, come to* the ears of his superiors. “I don’t think it will,” said Mr Hewat.

No doubt, however, if the name were' published in this case, the punishment would be out of all proportion to the offence.
