He undertook to say that petitions were not considered by l Cabinet. What happened was that a committee of Departmental officers considered the recommendations of the Select Committee and made the decisions. These officers had no responsibility except to the Minister in charge. He (Mr. Parry) had had three favourable recommendations on peti tions covering a period of three years yet the Departmental Committee had rejected them each time.
