Conference Opens (Per Press Association). WELLINGTON, May 13. The annual conference of the New Zealand Educational Institute was opened by the Mayor, Mr Hislop. The Minister of Education was unable- to be present, but will probably address the delegates later in the week. Mr Lambourne, Director of Education, said that some things urged a year ago had been given effect. The method of grading had been improved, and alterations had been made in payment- of annual increments making the position fairer to all than under the old system. Referring to his going abroad Mr Lambourne maintained there were many matters he wanted to study at firs*t hand, the training of vocational guidance, rural aducation, and many other subjects, which had come to the fore in recent years. He hoped to gain knowledge about these things, that would be of advantage both to teachers and pupils. An address was delivered by Professor Von Zedlitz on the effect of repression of basic hate, or the agressive impulse of the child. He advocated a new philosophy that would guide the control impulse without repressing it.
