MR. BALDWIN SUGGESTS SPECIAL MINISTRY. '' 1 hope there may be a solution of the appallingly difficult problem of the exchanges,’’ said Mr. Baldwin, speaking al a. luncheon of the Birmingham section of. the British Industries Fair in Loudon, recently. “Otherwise," he added, “I see no alternative iu the future but that wc shall have to add to the many Ministries wc have a Department of Barter, which -will arrange for the exchange of foreign goods.
“1 do not know who would be the bead of it. It. may have, to be the manager of Harrods or Mr. Gordon Selfridge, who would have to decide how many dolls’ eyes are equivalent to a ton of rails.
"I was told in laindoii reeentlv that one linn had about (ill orders from 60 foreign countries, and (hat. the main difficnlly in every ease was the regulation of exchange, ami in every case special arrangements would have to Tic made, im-luding in some of the eases baiter.
"At any rate, 1 hope it does not cinni- to that.’’
