MATTERS RESERVED To the Governor (British Official Wireless.) (Received December 5 at 7.40 p.ni.j RUG BY, December 4. There has been a four days’ discussion at the 1 ndian 'Conference on the special powers and responsibilities of the Governor-General, and the Governor under the proposed Federal Constitution. The discussion ended with a statement of the British Government’s views, made by Sir S. Hoarc (Secretary for India), He gave an assurance that the special responsibilities of the Gov-ernor-General would be strictly limited, and would not be lift in tin* undefined field, and would be carried out in a commonsense way. The actual field would include finance, commercial discrimination, the Minorities and the pro lection of the services. Paramountcy, he said, stood outside of the Federal Constitution, ns it was a matter of direct relations between the Crown and the Princes. hi the I'etleral field recourse would be had to the Federal Courts. Regarding the Governor-Gen rial’s power to safeguard imperial relations. he said, the British Govemii.ienr would be prepared Io look into this matter again in view of the apprehen>i<oi that had been expressed. In the sphere of the reserved departments, although flu l matter of external relations would include political relations with outside countries, commercial, economic and other non-political relations would fall within the transferred or Ministerial sphere. The matter of defence would bp discussed later. The statement, of Sir S. lloare was well received.
