The “Daily Telegraph’s” Geneva correspondent says; Lord Lytron’s* League of Nations Commission’s report on China-Japanese relations has been received by the League, but ha*? not yet been published. It is understood that the Commis sion is unanimous that the new Stat? of Manchukuo should not be officiallyrecognised. The Commission has found it impossible to reach any agreement with the Japanese Government on these lines. It is believed that the League of Nations will recommend the middle course. It will favour replacing the present Manchukuo Government by a local administration. It will favour giving Japan full control of the railways, and will insist on the disarms ment of all of the Chinese forces in the country. A CHINESE CIVIL WAR. SHANGHAI, September 23. Despatches from Chefoo state that fighting in the Chinese province of Shantung is increasing in seriousness. All attempts at mediation apparently have failed. Hostilities are proceeding at Laichow and at Laiyang. Foreign missionaries evacuated both places. This is a civil war, in charge of rival war lords, Hanfuchu and Lui chennien. It goes on in spite of the Government’s urgent request to them to submit their territorial dispute for a peaceful settlement at Nanking

September 12 The Nanking Government’s second step in an economic war against Manchukuo comes with the announcement that the Executive Yuan has sanctioned the enforcement on September 25 of a customs b’oekade of the new State to counteract the functioning of new customs houses that have been established I n the Alanchukuo cities «f Shanhaikwan. Antung, Darien, Yingkew and Alanchuli. Th n Manchukuo administration has announced that China is to be treated as an alien country, following on Japan’s recognition of th e new State, thereby subjecting all of the goods from China to the same customs duties as those on foreign imports.
