THE MAYORAL CONTEST. Prior t 0 the Westport Mayoral contest,. Mr Harkness, the retiring Mayor, addressed the electors at the Theatre Royal, about 150 being present at the commencement. Mr J. Robertson was in the chair. In his opening remarks, he stated that Mr Harkness would give the electors an account of the business conducted during his term of office. Mr Harkness gave the reasons why this meeting had been delayed t 0 such a late stage. Two years ago the Council consisted mostly of untried men. This experiment should not be tried too often, but, of course, it depended upon the men selected. As to the progress of the town, he could unhesitatiingly slate that there had been great improvements. He quoted the number of building permits issued, and alluded to the highways we had now, the Board paying £2 for every £1 expend ed by the borough. Streets had been I improved by cutting gorse and rushes

and blackberries. Various streets were mentioned, and a hope was expressed • hat-good lawns would soon be seen alongside these. Footpaths were difference. These meant loans. Greymouth rat?j were about double those of Westport. Victoria Square had never looked better for the last 20 years, aud the motor mower was largely the cause for this. A vote to stop practising on the ground had never been given by him. Tljis matter took place in Committee,, and had not been ’ before the Council. He brought up the matter ©flighting the Square as soon • as he became Mayor. He thought the Square should not be locked at night, • as the public had rights in connection ' with the Square. His idea was relinquished, bu. he would not be content- ; ed until it was accomplished. He took credit for the appointment of the Engineer. They got a good Engineer, with the dual qualification of electrical and civil ability. There was plenty of work ahead. The sum of £9OOO was borrowed, and they had an excellent quarry over the river which contained good gravel, and they had a crusher and grader. In the next year they would want additions to their electric plant. This might not mean a rate. The appoin ment o f the Traffic Inspector was another good move. (-A-P" plauseA The central parking idea he considered the right one. One did not have to look to both sides at once, and there had been no accident yet. As soon as the side streets had been tar-sealed, they might be parked there. The total debit balance was £62 at the end of the year. He then mentioned the various loans, the total of which was £49,000. He felt quite sure that no fresh rate would be levied this year. Trading accounts, gas and electric light figures were given, and a statement made that allowances for de-

preciation have to be lodged with the Commi-sioners. Gas and its charges were alluded tq. the charge for cooking being the lowest in New Zealand, and gas cookers were supplied at cost price, and installed gratis. Electric light Showed a credit of £529,. but depreciation had to b n accounted for. The halfpenny rate may be taken off this year. The hospital levy had been increased, and the halfpenny from the electric light may be transferred to the hospital rate. The Government had been approached for a revaluation of the borough, but there are not sufficient valuers available. He gave instances of inequitable valuations. A woman’s res room was required, and he thought it should be erected, together with the Plunket offices. He had tried to give a plain and unvarnished account. He had served an apprenticeship, and believed he was now a far better man than when he offered his services before, but although two yearolder, he hoped he was never to o old

to learn. After a number questions nad been answered, Mr Slee -moved a vote of thanks to M r Harkness for hie lucid account of the Council’s operations during his term of office. Mr J. Bradley senr seconded, and the motion was carried by acclamation. The proceedings concluded with the usual compliment to the chair.
