ARE CANADA AND CUBA AT VARIANCE? (United Service.) (Received August 27 at 11.5 p.m.) HAVANA, August 27. Insistent rumours state that Canada proposes to retire its diplomatic representative in Cuba, because of differences arising out of Cuba’s refusal to endorse proposed concessions for Canadian interests under the projected commercial treaty. OTTAWA, August 27. There is no confirmation of the Havana rumours that Canada is dissatisfi d with the of the negotiations for a renewal of the trade agreement.
