MINORITY UNIONS

ANOMALY in LAW — ? — (Special tu Argu>.) (Received June 27 at 5.5 p.m.) WELLINGTON. June 27. One of the first Bills introduced m Parliament this session is AD. Monteith, the Wellington Labourites Industrial Conciliation and Arbitration .Amendment Bill. As the uiw stands, it is possible for an industrial union of workers to be registered on Hi ■ application of 15 persons. Section 21 of the 1908 Act empowers an industrial union to cancel its registration. Before cancellation can be granted, the registrar of the Industrial Union must be satis lied that the majority of the members of th** union desire cancellation, and *he practical result is that the ballot ’• always taken before it is decided on, though, even in that event, the R‘‘ gistrar is entitled to retuse cancellation, unless he is satisfied a majority of the members who voted in 1 vour of it comprised a majority m the members of the union. Mr. Monteith says that, not\\i’.“ standing that the cancellation m.-v have been brought about by an overwhelming majority of the mem bers, the law allows fifteen of ih dissenting minority to obtain th< registration of a new Union immeu at<Iv afterwards. Mr. Monteith sa\s that his amendment is calculated to remove ‘'‘this anomoly,” by prov - ing that once registration has been duly cancelled, a new Union shall not be registered in succession te tli.i which has become null and void until an.d unless, (the workers eonuci ne-1 have so decided by ballot.
