BCRAH HELD UP AS EXEMPLAR! WASHINGTON, July 6. Tn a most impressive speech to an overflowing chamber, Senator Borah warned Congress that the Government ’s pending legislation, in his opinion, tended to ever-greater expenditure. “Every item on the Republican programme,’’ he declared, “seeks to increase, instead of lowering, the national burden, and the people’s faith in the Government is being destroyed.
