INDIAN FINANCE.
A CAPITALISTIC PLAN. TO INDUSTRIALISE THE COUNTRY DELHI, July 6. The Fiscal Commission, sitting since September, concluded its report, though it has not yet been submitted to the Government. It is understood it will bo certain to have the dissent of some Indians, otherwise it is fairly unanimous. It recommends discriminative protection, the abolition of countervailing excise duties, Imperial preference where no economic loss would result to India, free How of foreign capital, the appointment of a Tariff Board, and a policy of general industrialisation of the country.
