THE HAGUE, June 23. The Private Property in Russia Committee is discussing procedure, and it plans to meet the Russians. One of tho Delegates is of the opinion that the Russians should be forbidden to speak, but most of the others are agreed that the best way would bo to put only written questions to them, and that if the Russians made speeches, no reply should be made. The general intention, it is said, is to prevent the Russians indulging in propaganda like they did at the Genoa Conference,
