SMUTS NEGOTIATES.
CAPETOWN, June 23.
In tho Assembly General Smuts announced that negotiations for a renewal of the Mozambique Convention had broken down. The Governor of Mozambique was going to Lisbon to state the Union Government’s views and endeavour to reconcile the conflicting opinions respecting the recruiting of native labour fpm Mozambique, failing which would mean they would be compelled to negotiate with Lisbon cn their own account.
