A Berlin message states that Marshal Foch has directed flic President of the German Transport Department to proceed to Cologne on the 11th inst in order to give the Allied Delegates precise information, as to the traffic d^ganisatioa in the occupied provinces.
FRANCS N^OT SOVEREIGNS
(Rec. December 7, 5 p.m.) LONDON, December 5. An earlier message stated the Germans had restored three hundred million sterling to the Allies, but it should have read 300,000 francs.
