LONDON, October 19. Lord Derby, in an address at the Mansion House in connection with the recruiting scheme, emphasised his points of instructions to the canvassers. They are to see the man himself, and they must explain plainly i.nd politely the needs of the country, but must not bully or threaten. The secret of success of his .scheme Avas not to get an unmanageable number of recruits, but just so many that he would be able to look forward with confidence to supplying Lord Kitchener's requirements for many months to come. The whole secret was in overcoming the present hand-to-mouth existence. He put a^ide the suggestion that men should be asked to promise to come up on a certain date, as there was no certainty about that. He proposed putting them into twenty-three classes, with unmarried men in the first group according to age, and similarly with the married men. The twenty-three groups Avquld be called up as required. K fortnight's notice would be given before they need actually join. It would be many months before the unmarried men were called on, and the war might be decided before that.
