When first inaugurated it was better than strikes but ithe expense was > unjustifiabe The tedious process of getting io the courts, especialy the dual system of the Commanweath, made it a burded almost too> heavy to bear. Tn New Zealand' it was an intellectual contest between those who held the Labour Party's views -and those who didn't. With equali opportunity they should not blame anyone but themselves. ;
