(Red 12.20 a.m). " . NEW YORK, Dec g. Roosevelt's message to Congress waa not sensational.' It recommended .reform of currency and the of a law, which avoids unwise attempts to prohibit all combinations would expressly permit com binations which were in the interests of the public, but to give to some agency of national Government the full executive control over them. Railways should be removed from the domain of. anti-trust law, and put under an Interstate commerce commission. Likewise telegraph and telephone companies engaged in Interstate . Business. Stock watering should not fie prohibited and stock gambling as far as possible discouraged. He recommended a progressive inheritance tax on the large fortunate. He favored strengthening the old age pensions by private initiative. . Strict Employers Liability law covering- the Government and InterState business. A careful safeguard in connection with nower granting, and temporary injunction in labor disputes. He described the extreme la-, bor leaders demands in this matter as class legislation of the most > brutal form seeking to legalise blacklisting and boycotting. •:■■ ■ President Roosevelt warmly acknowledged the hospitality everywhere extended to the battleship fleet, and ctwelt on the increased experience and efficiency of ther'fleet. -He announced the occupation of Cuba would cease in two months hence.
